Local anti-torture resolutions – How-To Guide”: Early in 2012, the Chicago City Council unanimously passed a resolution declaring the city of Chicago a “torture free zone”. The Illinois Campaign Against Torture (ICAT), which provided leadership for the organizing effort that won passage of the resolution has prepared this "how-to" guide for other communities wanting to pursue similar resolutions.
